International Criminal Court Accuses Former Philippine President Rodrigo Duterte of Crimes Against Humanity

The International Criminal Court (ICC) has publicly disclosed accusations against former Philippine President Rodrigo Duterte, alleging his involvement in the deaths of at least 76 individuals during his tenure as president and previously as a mayor in the south.

On July 4th, prosecutors submitted a comprehensive charge sheet detailing these crimes against humanity. The document implicates Duterte in instructing and authorizing violent acts, including murder, against alleged criminals, drug dealers, and users.

The charges are categorized into three distinct incidents: the first involves 19 individuals killed while Duterte served as mayor of Davao City between 2013 and approximately 2016; the second pertains to 14 deaths resulting from targeted killings that occurred between 2016 and 2017 during Duterte’s presidency; and the third cites the killings of 43 people during “clearance operations” spanning the years 2016 to 2018.

As yet, neither Duterte, his legal representative, nor his family have responded publicly to these detailed allegations. During his presidency, Duterte consistently denied condoning extrajudicial killings despite openly threatening drug suspects with death and encouraging police to use lethal force if suspects violently resisted arrest or posed a threat to law enforcement officers.

In March of this year, Philippine authorities apprehended Duterte on a warrant issued by the ICC, and he is currently detained at an ICC facility in the Netherlands.

Duterte’s supporters have criticized the administration of President Ferdinand Marcos Jr., Duterte’s political adversary, for surrendering the former leader to a court whose jurisdiction they contest. An initial court hearing was scheduled for Tuesday but has been postponed to allow judges to consider arguments from Duterte’s legal team that he is unfit to stand trial.
