California Democrats Unveil Redistricting Proposal Aimed at Gaining Up to Five Additional House Seats Amidst National Partisan Redrawing Battle

In a significant development, California Democrats have unveiled their redistricting plan on Friday, designed to potentially create up to five additional Democratic seats in the US House of Representatives. This move comes as a response to the mid-decade redrawing of districts by Texas Republicans at the behest of former President Donald Trump.

The proposal will be presented during the California legislature’s meeting on Monday, with a potential final approval expected later next week. Unlike in Texas, where the GOP can pass new US House maps as soon as enough Democrats are absent, denying them quorum, California Democrats need voter approval for new maps in a November referendum.

The ongoing political tussle between the two most populous states of the nation is unfolding amid Trump’s push for Republican-led states to redraw their lines ahead of the midterm elections next year. This has sparked outrage among Democrats in blue states, leading to efforts to retaliate.

California Assembly Speaker Robert Rivas stated, “Trump initiated this national crisis by urging Texas to manipulate the election results. California is standing up against these actions. Democrats are empowering voters to protect working families and our democracy – with the most transparent process in the nation. The final decision will be made by the voters.”

According to a chart showcasing potential district partisanship, at least five seats in California could shift from red to blue. This chart was presented to California legislators this week and shared with CNN ahead of the official map release.

Four districts currently held by Republicans may change from “safe Republican” to “safe Democratic” or “lean Democratic” under the new lines: California’s 1st, 3rd, and 41st districts, represented by GOP Reps. Doug LaMalfa, Kevin Kiley, and Ken Calvert, will shift to “safe Democratic,” while the 48th district, held by Darrell Issa, will shift to “lean Democratic.”

The San Joaquin Valley’s 13th District, which Democratic Rep. Adam Gray won in a narrow race against former Rep. John Duarte in 2024, will be altered from “lean Republican” to “safe Democratic.”

The proposed map could also add more Democratic voters to the 22nd District represented by GOP Rep. David Valadao, which encompasses parts of Bakersfield and extends north. However, it remains uncertain whether these changes could tip the battleground district and unseat him.
