Former Philippine President Rodrigo Duterte Faces International Criminal Court on Charges of Crimes Against Humanity

The International Criminal Court (ICC) has disclosed allegations of crimes against humanity against the former Philippine President, Rodrigo Duterte. These accusations encompass his role in the deaths of at least 76 individuals during his tenure as president and previously as a mayor in the southern region.

On Monday, a 15-page charge sheet detailing these charges was submitted to the ICC by prosecutors on July 4th. The document alleges that Duterte ordered and authorized brutal acts, including murder, against individuals suspected of criminal activities, particularly drug dealers and users.

The accusations are divided into three distinct categories. The first set implicates 19 victims killed during Duterte’s term as mayor of Davao City between 2013 and approximately 2016. The second set pertains to 14 individuals who were targeted and killed between 2016 and 2017, during Duterte’s presidency. The third set involves the killings of 43 people during alleged “clearance operations” between 2016 and 2018.

Upon the release of these detailed charges, Duterte, his legal representative, and family have yet to respond publicly. Throughout his presidency, Duterte maintained that he did not authorize extrajudicial killings, despite openly threatening drug suspects with death and urging police to use lethal force if suspects resisted arrest and posed a threat to law enforcement officers.

Duterte was apprehended by Philippine authorities in March, following an ICC warrant. He is currently detained at an ICC facility in the Netherlands.

Critics of the administration led by President Ferdinand Marcos Jr., a political adversary of Duterte, have voiced their disapproval over the arrest and surrender of the former leader to a court whose jurisdiction they contest.

Initially scheduled for commencement on Tuesday, a court hearing has been postponed to allow judges time to consider arguments from Duterte’s legal team claiming that he is unfit to stand trial.
